They don't specify how much light they put out. If they produced a lot of light they would brag about it, so their omission makes me skeptical.
For off road lights, you want the lights mounted above your line of sight so that they can illuminate into dips and holes. With the light below your line of sight, you get shadows in the holes that make they appear to be much deeper than they really are. The cowl mounted lights will be below your line of sight.
When the lights are above the hood you can get a lot of glare off the hood, which causes your pupils to contract reducing your night vision. Poorly located lights can do more harm than good. Off road lights should be located above the roof behind the front edge so that the shadow case by the roof covers the hood. This eliminates the glare off the hood. With the lights located on the cowl it will be very difficult to avoid illuminating the hood.
For the money, you could be a LED light bar that will provide much more light and mount it where it will do more good.
